Matthew Smith is a dynamic Change Management practitioner and seasoned technical leader with over 20 years of experience driving transformation across engineering, IT systems, and organizational operations. With a unique blend of change management expertise, instructional design capabilities, and deep technical knowledge, he delivers solutions that align people, processes, and technology to achieve sustainable results.
As Director of Delivery at RemedyBiz, Inc., Matthew designs and leads enterprise-wide initiatives impacting thousands of users. He develops tailored change strategies, communication plans, and training programs to support adoption of new tools and processes. His leadership in developing over 40 computer-based trainings using Articulate Storyline 360 dramatically improved development efficiency while enhancing content quality and compliance.
Matthew also brings extensive experience as a technical manager and test engineer, having spent two decades leading RF testing, software development, process improvements, and operational management. His work at PCTEST Engineering Laboratory included managing cross-site teams, creating decision-support tools and database applications, optimizing workflows, and ensuring adherence to industry standards and regulations. He is highly skilled in cellular and non-cellular telecommunications technologies, quality assurance, and data-driven process optimization.

Throughout his career, Matthew has demonstrated a commitment to communication, stakeholder alignment, and continuous improvement. He has managed personnel, conducted audits, built cross-functional relationships, and developed documentation and SOPs to support knowledge transfer and operational consistency. He has also contributed to industry test plans and served on CTIA’s editorial team to help shape testing standards.
Matthew holds a Bachelor of Science in Information Systems from the University of Maryland and is Prosci Change Management certified. He has completed extensive training in telecommunications, programming, ISO 17025 auditing, and quality methodologies.
